Thats because he is just set to have a flat -50% for everything. Hes more of a Faction Quartermaster than an actual trader. The Shinobi traders in other city's will offer a smuggling bonus for Hashish. Hub does not have any guards and therefore there is no risk involved with smuggling goods. You can't find one free around the Hub, and if majority of the buildings are destroyed there is no shop where to buy either. Your best option would be to go to Squin (a bit south from Hub) BUT if you are already bleeding and moneyles, that is no option.
