The quest is not about collecting resources, but cards. Cards are indeed collected whether a scenario is won or lost, but resources are not collected during a failed scenario. Is this confusing? Yes. To add more detail, the scenario that put 13 on the map also put 14 -> 7 on the map as an alternative, and it's still available to you. Thank you!
