If fuse 23 is not blown there is an open in the circuit after the fuse. Use a voltmeter to make the checks and find out at what point power becomes missing. There is a plug up near the PCM, a plug at the transmission etc. Most of the codes are from the circuits under the truck all fed by this harness. Good luck.
