JaWoodle did a mega City series but to my knowledge he did not release the seed or code he had to alter to accomplish it. You could try messaging him, he's usually pretty responsive with the community. You can edit the rwgmixer.xml file to make your own. Just increase the max amount of tiles a city can spawn with.

I've also seen squares that I could not plant on, but it's fairly rare. When I start a garden/farm, I start out by laying down a layer of wood frames to level the ground.
