The preparation for that weekend goes back to the Town Hall held in May of 2023. Tybee’s City Manager, at the time, was Dr. Shawn Gillen. He was responsible that night for presenting the city’s response to hundreds of citizen submitted questions regarding a chaotic Orange Crush weekend on the island a few weeks prior, on April 21-23, 2023.
