The only thing I can think of is the reeling cave/thamor issue. My game is on switch, and since the 1.4 patch came out in Feb 2012, I'm assuming mine is in the reeling cave but it isn't. I used the horse glitch to get back into the embassy and check Elenwen's Solar again, but it isn't there and also isn't in the reeling cave.

Not possible through normal means. I don't like it either, Dovahkiin goes where he/she pleases. Once upon a time one of the Stones of Barenziah was in the actual building (Elenwen's Solar), so if you missed it, it was impossible to get back. That was quickly patched. good times
