Twin-Blade and Peeler look the best. For power, you want Eleonora's if planning on using her skill with an arcane build. Its weapon art is quite op. High damage, bleed build up and very high stagger. Even at full upgrade, it's only able to do a fraction of a weapon with functioning scaling. I use it on a low level char, the weapon art seems really good for bleeding.
