You can see it from the map and it says its a Vex Strike force so I would just randomly check to see if it pops up and then go to it if you do. I've done at least 3 so far. Fairly rare it seems, it did show up on the map like a public event though.I recall various people saying they couldn't get new exotics to drop from strike force because they didn't own lightfall. This really shouldn't be the case, but even one guy said he ran countless events owning all DLCs except lightfall and nothing would drop.
