I went on line about 30 minutes later to check my email and couldn't login. My email password didn't work, I tried several times before in resetting my email. When I finally opened my email I saw that there was an email from comcast telling me that I had successfully reset my account password at 1:14pm.

I sent a test email and it worked. I then attempted to receive emails. I was prompted for my password and after entering the password it successfully received emails. For some reason performing a simultaneous send / receive failed but doing a separate send followed by a receive allowed the password to be accepted by Outlook, then it worked.
